For a building to meet its true performance potential, all facets of the planning, design, construction, maintenance, and operation must work holistically, focused on common goals for the building’s performance.
The reasons that many buildings do not perform properly are sometimes complex. Historically, the building industry has not addressed building performance early in the project development. Waiting too long to engage the commissioning process at project inception can result in “fixing” problems and delivering performance at the end of the project in lieu of preventing them from happening from the beginning.
Commissioning Value
Commissioning provides value and benefits to the owner, the project design and construction team, and ultimately the occupants and building operators in many ways. The added value and many benefits to the owner by commissioning a building are manifested in higher-performing facilities that efficiently serve the occupants and, by extension, the economies they serve.
Building Performance
The commissioning process helps owners and project teams achieve quality performance in new and existing buildings in terms of building performance. Post-occupancy on-going commissioning can also sustain optimal performance over time, delivering energy efficiency and operational savings. The commissioning process includes defined activities and deliverables that are accomplished throughout the pre-design, design, construction, and operations of the building. The commissioning actions and documents provide the plans, procedures, coordination, verification, and project records to produce high-performing buildings.
Process
The commissioning (Cx) process is an integrated set of activities intended to ensure that the project meets both the design intent and the owner’s operational needs. An owner’s goals and objectives should drive the project team. The value of Cx lies in its power to verify that those goals and objectives are met and that building systems perform as intended.
A properly executed Cx process clearly expresses the owner’s project requirements, often leading to fewer change orders and system deficiencies, fewer corrective actions implemented while contractors are on-site, improved planning and coordination, reduced energy consumption during building operation, and overall lower operating costs. Another potential benefit of Cx is occupants’ health and comfort because of better temperature
and ventilation control.

Enhanced Commissioning
Enhanced commissioning is a natural extension of the fundamental commissioning (Cx) process. It provides owners, via the commissioning authority (CxA), further oversight and verification that the building will meet their expectations and requirements beyond the first day of occupancy. Enhanced commissioning gives the CxA the power to act as the owner’s advocate by conducting in-depth reviews of the basis of design, design documents, and construction submittals. Training and a post-construction verification visit are some of the enhancements that contribute to ongoing quality building control and operations.
The CxA may make additions to the Cx plan to verify that the building operators will have the proper tools to manage the building’s equipment efficiently and effectively.
Monitoring Based Commissioning
Monitoring-based commissioning (MBCx) gives the building owner, operators, and the CxA a continual stream of information that helps them identify operational issues as they occur, thereby saving time, money, and energy consumption over the lifetime of the building.
On-Going Commissioning
Ongoing commissioning process includes planning, point monitoring, system testing, performance verification, corrective action response, ongoing measurement, and documentation to proactively address operating problems in the systems being commissioned.
Commissioning Agent (Cx)
A commissioning agent works closely with lead contractors to ensure that a building or construction project meets the operational requirements of the client. As a commissioning agent, duties involve include overseeing the design, installation, testing, and maintenance of all components, materials, and systems.
